Rio de Janeiro Witnesses Crackdown on Beach Vendors and Music

Rio de Janeiro's iconic beaches, known for their lively atmosphere, now face a transformation as the city enforces stricter regulations on food, drink, and music sales, chair rentals, loudspeakers, and live music without official permits.

The move, spearheaded by Mayor Eduardo Paes, aims to preserve order, public safety, the environment, and peaceful relations between tourists and residents. The new measures are slated to take effect on June 1.

Many have welcomed the initiative, viewing it as a step towards addressing chaotic beach activity. However, critics argue that the new rules threaten Rio's dynamic beach culture and the livelihoods of musicians and local vendors who may struggle to secure permits.

"It's difficult to imagine Rio de Janeiro without bossa nova, without samba on the beach," said Julio Trindade, a DJ in the city's kiosks. The restrictions on music amount to "silencing the soul of the waterfront," Orla Rio, a concessionaire managing over 300 kiosks, contends.

Attempts to stop or modify the new regulations include a lawsuit filed by the Brazilian Institute of Citizenship, which argues that the restrictions infringe on the free exercise of economic activity. The municipal assembly is also considering a bill that supports some aspects of the decree but opposes the requirement for kiosks to have permits for live musicians.

Economic activity on the beaches, excluding bars and restaurants, generates an estimated 4 billion reais annually, according to a 2022 report by Rio's City Hall. The controversy surrounding the new rules has prompted public outcry and opposition from councilwoman Dani Balbi and other cultural advocates.

Rebecca Thompson, a visitor from Wales, lamented the potential loss of the vibrancy and energy that defines Rio's beaches. On the other hand, some residents view the crackdown as a long-awaited measure to clean up the beaches' chaotic environment.
