Saxony-Anhalt, a region grappling with a scarcity of healthcare professionals, is addressing the issue through subsidy initiatives. One such program, now in its second year, offers financial assistance to doctors who establish or maintain practices in areas with physician shortages. According to the Association of Statutory Health Insurance Physicians (ASHIP) Saxony-Anhalt, these measures have led to the eradication or alleviation of several supply gaps.

The subsidy program, which totals 2.52 million euros, has granted roughly 950,000 euros so far, with 290,000 euros more approved for new practice foundations. A spokesperson for ASHIP expects noticeable improvements in eye care in the Altmark, pediatric care in the Börde region, and general practice in various locations within the near future. These improvements are due, in part, to the beneficial impact of the subsidy on the establishment of new medical practices.

The subsidy program has seen 45 applications, 29 of which have been approved. The rejections were due to applications relating to areas outside the designated funding regions, while the remaining applications were withdrawn by the applicants.

The state committee, consisting of doctors and health insurers, established the funding. The Association of Statutory Health Insurance Physicians Saxony-Anhalt and health insurers have collectively contributed half of the total fund, with the remaining half expiring on June 30, 2026. Eligible professionals include general practitioners, ophthalmologists, ear, nose, and throat specialists, pediatricians, neurologists, and child and adolescent psychiatrists.

Forecasts by the Association of Statutory Health Insurance Physicians predict that Saxony-Anhalt could face around 520 unfilled positions within five years, over doubling the current number, and including approximately 300 general practitioners. By 2030, around a third of doctors are expected to retire, totaling nearly 1,180 doctors according to ASHIP.

Over the years, the trend among young doctors has shifted towards part-time work and preference for employment, rather than independently managing their own practices. The Association of Statutory Health Insurance Physicians asserts that contract medical care is increasingly confronted by growing challenges due to insufficient physician influx.

While subsidy programs have been successful in attracting physicians, sustaining staffing levels remains challenging due to demographic pressures, regional economic disparities, and the need for comprehensive healthcare reforms. Balancing financial incentives with continual improvements in workplace environment, workload management, and professional support will be crucial for long-term retention of these healthcare professionals.

Encompassing subsidy programs in a broader healthcare policy, including hospital funding reforms, outpatient care advancements, and modernization of digital healthcare infrastructure, will be essential to ensure sustainable healthcare delivery in Saxony-Anhalt and similar regions.
